a unity cube is 1m by default.
a unity plane is 10m by default.
why? I don't know.
in 3dsmax, exporting an object that's 1 generic unit long to fbx comes through (set import scale set to 1, not the default .1) in Unity is 1m also, I think. I don't know about other 3D apps.
Use the cube as your ruler, and you should be fine.
